Find another profession. It's not worth the hassle. Seriously, you'll cause more trouble than what it's worth.I've been within the workforce long enough to know that the screw-ups and rule breakers always come across to skate by. If you start complaining, it just makes energy more miserable for you, while nothing happens to them.

For the instance near stealing, you need some way of proving it. Does your company enjoy security cameras? If so, then hold them channeled on that way.
Do you work for a big company? is within not an employee relations department?
If not, tell your boss again, if they do zilch, write a letter to him explaining everything, and that you will be going above his/her head. At most minuscule you have given your boss the opportunity to do something.
