Most restaurants want to see if you're hastily, likable, if you can sell. Tell them at an interview that you'd be more than happy to start as a hostess if that's what it take.

Experience is big, but so is knowing people. I get my first waitressing job through my roommate at the time. If a food server friend recommends you, you're much more possible to be hired without prior experience.
A new restaurant is also more plausible to hire you. Most chains have a hiring and training blitz before they get underway their doors for the first time, and over-hire because the demanding work makes many drop out. They're training everyone anyway, and will be more possible to hire someone with a nice appearance and good perkiness even if they don't have previous experience.
